Country Positions on WTO Issues

Proposals for New Agreements  

CUTS would suggest that the Government of India table proposal for two new agreements at Geneva. One on Movement of Natural Persons, and the other on Software and Services.

  The proposals are radical and they have been explained. However new issues have been raised in the past even more suddenly then what is being proposed, such as the Information Technology Agreement at the Singapore Ministerial and E-commerce at Geneva Ministerial.

Country Positions

  A paper defining various country positions on the issues before the WTO at Geneva in the exercise to develop consensus for a new round being launched at Doha.

Terms of Trade: A Mexican Standoff with China

  An article appeared in the Wall Street Journal of June 1-3, 2001, which illustrates the real politik of Mexico’s bargaining with China in its accession process into the WTO. It highlights the issues involved, and raises important questions, which are the following, but not limited to them:

  a)       The impact of NAFTA on exports of textile and clothing products from countries other than Mexico, and its relationship with China’s accession now and for the future of India’s textile exports to the US. Trade diversion due to RTAs.

b)       The delay of China’s entry into the WTO, which might have adverse repercussions for other Southern countries who are looking for political support from it.

c)       The issue of Chinese dumping in the Mexican markets, which is similar to experiences of India and Japan which have been highlighted in the press lately.

d)      The issue of ‘rules of origin’, which China may face, as much of its exports into Mexico are through third countries, which India will also face sooner than later. Even our own bed linen exporters are using East European countries to enter EU markets.
